The cold chain logistics at the origin is still the shortest board in the whole chain of cold chain logistics development for agricultural products, which also restricts the overall quality and efficiency of cold chain circulation. “Since the 14th Five-Year Plan, the Ministry of Agriculture and Rural Development has targeted the short board of cold chain logistics facilities in the “first kilometer” of the place of origin, and increased policy support to promote the rapid development of cold chain logistics in the place of origin.
On the one hand, it organizes and implements the construction project of cold storage and preservation facilities in the place of origin. In terms of facility construction, a total of 38,000 family farms, farmers’ cooperatives and rural collective economic organizations have been supported to build 78,000 cold storage and preservation facilities, with a new capacity of nearly 20 million tons, and a coverage rate of more than 70% at the county level. The western, central and eastern parts of the country accounted for about 40%, 33% and 27% respectively. From the point of view of the use of facilities, the average length of integrated use throughout the year is 8 months, and the average length of cold storage use is 7 months; fruits and vegetables accounted for 89% of the storage varieties of the facilities, and the storage period was extended by 69-106 days to realize staggered sales. In terms of loss reduction and efficiency increase, the average loss rate of agricultural products has dropped from 19.7% to 7.1%, and the loss reduction has brought about 53 billion yuan of direct economic benefits; the main business income has been increased by 29.3% on average; and the project construction has cumulatively created more than 1 million jobs and increased the income of laborers to 18 billion yuan. From the perspective of chain enhancement, through the construction of cold storage and preservation facilities at the origin, mechanized grading, cleaning, packaging and other technical equipment inputs have been driven to improve the level of commoditization processing at the origin, promote the development of diversified circulation patterns, and enhance the resilience of the industrial chain supply chain.
On the other hand, improve the layout of cold chain logistics nodes. According to the national “14th Five-Year Plan”, the Ministry has issued an implementation plan to promote the construction and cultivation of 100 key counties (key cities) for backbone cold-chain logistics of agricultural products, and to build a key hub for cold-chain circulation linking urban and rural areas; and the construction and cultivation of 1,000 cold-chain distribution centers for agricultural products, and to build a comprehensive service platform for the integration of online and offline and the convergence of the production and marketing of agricultural products at the production area. service platform.
